The Hawai‘i Health Information Exchange (Hawai‘i HIE) has established a group of committees to help guide the work and operations of the organization, while promoting involvement from organizations and individuals interested in the development of health information exchange (HIE) across the state of Hawai‘i.
Chair: Robert Hirokawa, M.D, Chief Executive Officer, Hawai‘i Primary Care Association
The Executive Committee meets the second Wednesday of each month and is responsible for issues relating to finance, governance, strategic planning and human resources, with input from other committees. The Executive Committee also develops the annual meeting calendar for the Board of Directors and all Hawai‘i HIE committees, with input from other Board members and the Executive Director.
Chair: Money Atwal, Community Member, Neighbor Islands
The Finance Committee meets to develop fiscal procedures and policies, review the annual budget and make recommendations about the budget to the Board of Directors. Upcoming meetings will center on developing a plan to transition from federal funding to private and public funding within our state to sustain the organization.
Chair: Lisa Wong, Vice President, Human Resources, Finance Factors Ltd.
The Governance Committee meets on the last Thursday of each month to assess the organization’s governance development and practices in accordance with adopted policies and procedures and strategies, and make recommendations on these matters to the Board of Directors.
Data Access and Management Committee
Chair: Raymond Yeung, Vice President – Information Systems, Diagnostic Laboratory Services
The Data Access and Management Committee meets to develop, negotiate and approve data trust agreements, such as data sharing and data use agreements, regarding the exchange of information via the Hawai‘i HIE. The committee also develops procedures that pertain to such agreements and to the operational policies governing use of the Hawai‘i HIE’s services.
Technical Infrastructure Committee
The Technical Infrastructure Committee meets to develop and improve upon the Hawai‘i HIE’s technical infrastructure and Health Information Technology Plan. Other responsibilities include the development of Hawai‘i HIE data exchange standards and the creation of a plan to interface the organization with other governmental or private exchanges.

The Legal/Policy Committee meets to develop and review all current operational policies governing use of the Hawai‘i HIE’s services. Other responsibilities include participating in the negotiation and analysis of contracts and grants in coordination with the Executive Director and staff, including providing guidance for developing data trust agreements, such as data sharing and data use agreements regarding the exchange of information via the Hawai‘i HIE, and any research involving HIE clinical data that may be undertaken by a third party. The committee also conducts ongoing analysis and review of current and proposed legislation and other instruments of public policy that could enhance or otherwise impact HIE in Hawai‘i.
