Policy: The Hawaiʻi Pacific Regional Extension Center (HPREC) has established a list of vendors who have an ONC-ATCB certified product, responded to a request for information posted to our website, and met certain qualifications established by the HPREC and its stakeholders. The HPREC will work with any ONC-ATCB certified vendor that a physician wants to work with and will contact these vendors on behalf of the physician, arrange demonstrations with these vendors, and provide other HPREC services working with these vendors.

Procedure: The HPREC has developed an analytical process utilizing vendor milestone reviews and due diligence in order to determine a list of vendors with which to pre-negotiate terms and pricing.

The process consists of the following milestones:

1. Review and analysis of EHR vendor pre-screen responses
2. Review and analysis of EHR vendor survey data
3. Review and analysis of EHR vendor Request for Information responses
4. Vendor reference checking
5. Vendor price negotiations and structuring
6. Vendor contract negotiations and structuring

These milestones encompass analysis of the following data:

1. Hawaiʻi specific functionality and requirements
2. Clinical features and functionality
3. Vendor business and organizational profiles
4. Implementation and training models
5. Support and maintenance models
6. Technology platform, framework, and scalability

For those vendors not on the initial list, there will be an opportunity to re-apply and be taken into consideration as the HPREC rolls out additional rounds at yet to be determined dates.
