Welcome
The Hawai‘i Health Information Exchange (Hawai‘i HIE) is a 501(c)(3) non-profit established in 2006 by leading health care stakeholders in Hawaii for the purpose of improving health care delivery throughout the state through seamless, effective, and safe health information exchange.

In September of 2009, Hawai‘i HIE was designated by the state to develop and implement a statewide health information exchange that will ultimately feed into the national health information network.

Hawai‘i HIE has a strong and representative composition of board stakeholders who are determined to transform the current state of health care in Hawai‘i into one that coordinates care, reduces costs (for patients and providers), addresses the needs of the aging population, and provides incentives to patients to take a more proactive approach to their health care.

The opportunities afforded by the American Reinvestment and Recovery Act of 2009 will help Hawai‘i to expedite its long-term HIE goals in less than five years.

Within the next 6 months, HHIE will facilitate the development of a statewide health information exchange plan to include:
  • Development of the technical infrastructure for HIE to include hardware, software, applications and network configuration
  • Identification of the legal and policy barriers and enablers to HIE that include privacy and security requirements that need to support data sharing agreements
  • Identification and agreement on the data elements themselves; what is the purpose of sharing the patient’s health data, to whom, and who authorizes the exchange
  • Development of a sustainable business model

The Hawai‘i HIE has set up working committees to include Finance, Governance, Data Access & Management, Technical Infrastructure & Standards, and Legal and Policy.  Establishing interdependencies among these key pillars of an HIE will ensure that a sustainable plan is developed and implemented in the best interests of Hawai‘i.

In addition to developing the state HIE plan, the Hawai‘i HIE has established the Hawaii Pacific Regional Extension Center (HPREC), which is focused on helping physicians transfer from paper records to electronic health records. Core Values & Guiding Principles

Inclusive

Hawai‘i HIE is committed to broad stakeholder engagement (statewide, urban/rural, large/small, consumers/providers/organizations) in shaping its services. It establishes policies and procedures that assure fair representation and participation in decision-making, programs and services, and actively seeks to reduce barriers to improve the delivery of care for all stakeholders.

Quality

Hawai‘i HIE is committed to creating an open and respectful data sharing environment. Data integrity is the cornerstone that assures quality provider information and patient care; therefore, Hawai‘i HIE will establish and maintain the highest quality control procedures and standardized metrics while still assuring easy access and functionality for users.

Transparency

Hawai‘i HIE maintains clear, open and constant two-way communications with its stakeholders, the public-at-large, and within Hawai‘i HIE itself.

Privacy

Hawai‘i HIE ensures consumers’ privacy at all times by maintaining security on its products, engaging in regular system audits, and meeting all state and federal standards on privacy.

Sustainability

Hawai‘i HIE's own sustainability will be a direct result of providing quality services for its stakeholders, creating an outstanding value proposition, and investing in infrastructure that is flexible and useable for a long period of time.
